This represents a "Leutino" cockatiel, a product of the pet trade.  The wild types have the more common gray coloration.  This carving was from the mid 1980s, and was commissioned a friend who had a pet bird of this coloration.  She reported that "Berkeley" reacted to the carving as if it were an intruding member of his own species.
