Just like when the insurance company raises your deductible, the increase of the co-pay reduces the costs to the insurance company and shift them to you.  And, you can bet that the co-pays will continue to go up and up and up.  The high costs of the new miracle treatments and drugs is making the co-pays a heavier burden to those who become sick.
